Step-by-Step Instructions for Unstuffed Cabbage Rolls
  1. Heat a large skillet over medium heat. Add ground beef, onion, and garlic, cooking for 5-6 minutes until browned and onions are translucent.
  2. Stir in uncooked rice with the meat mixture. Remove from heat and set aside.
  3. In a bowl, combine tomato pasta sauce, vinegar, brown sugar, Worcestershire sauce, salt, and pepper. Whisk until smooth.
  4. Preheat your oven to 350°F (175°C) and grease a baking dish. Layer one-third of shredded cabbage, half of the meat and rice mixture, and one-third of the sauce. Repeat, finishing with remaining cabbage and sauce.
  5. Cover with foil and bake for 45 minutes. Remove foil and bake for an additional 15-30 minutes until cabbage is tender and juices are bubbling.
