Step‑by‑Step Instructions

  2. In a large mixing bowl, combine ground beef, breadcrumbs, garlic powder, onion powder, salt, and pepper.
  3. Press the meatloaf mixture into the bottom of the greased baking dish evenly.
  4. Mix cooked pasta shells with shredded cheddar cheese, condensed tomato soup, and milk.
  5. Pour the cheesy pasta mixture over the meatloaf layer, spreading it evenly.
  6. Cover with foil and bake for 30 minutes, then uncover and bake for an additional 10-15 minutes.
  7. Let the casserole rest for about 10 minutes before serving.
